Founder of BRIA Partners

A French-trained lawyer and holder of the CAPA qualification, as well as an experienced executive, Delphine HOEUR supports organisations navigating the realities of international development.
Born in Hong Kong, educated in France and with more than ten years of professional experience in China, she has built a career spanning more than 20 years at the intersection of law, business and management.
After starting her career in law firms, she held legal and operational roles in China’s retail and luxury sectors before leading teams and business operations in Shanghai and France. Her experience encompasses legal and contractual structuring, strategy, nearly ten years in sales and business development, customer experience, operations and the coordination of multicultural teams.
She also teaches in higher education in France and China, notably in business law, digital law and European artificial intelligence regulation. This work informs BRIA’s approach: making complex issues understandable and actionable, clarifying choices and facilitating implementation.

Delphine HOEUR holds the French CAPA legal qualification, was formerly admitted to the Paris Bar and is also an ESSEC Executive MBA graduate.
This background enables her to identify risks without losing sight of commercial objectives, understand governance and delivery challenges, and engage with stakeholders across very different areas of expertise.
Depending on the project, BRIA brings together and coordinates a network of legal, financial, commercial, digital and operational professionals across France, Europe and China.
